This is a slightly blue doubly terminated Sapphire crystal, which is in fact a Geuda Sapphire. Geuda Sapphire are characterized by fine rutile inclusions or also called silk which cause a milky appearance. Normally such crystals are burnt to remove the silk and enhance the blue color. Well this sapphire crystal is undamaged and for sure not treated in any way.
